Lipi is a lightweight desktop dictation app for Windows and Linux that transcribes with offline Whisper or a cloud engine, optionally rewrites the text with an LLM, and pastes it into the app you have open. Its pro is local-first privacy with history kept on your machine. Limitation: it is a single-user productivity tool, not an API for building voice agents.
